Alton Baskerville
President
As President of AB Management and Consulting, Alton has been a Department of Justice Certified PREA Auditor since May, 2014. He has conducted over fifty PREA audits throughout the United States at prisons, jails, and community work centers. He retired from the Virginia Department of Corrections with forty years of service, thirty-two years as a warden, and switched his focus to PREA auditing. He is a longtime member of the American Correctional Association (ACA) and the Virginia Correctional Association (VCA). Previously serving as VCA president, and currently VCA vice-president.
Melanie Carbery
Contract Analyst
Melanie is the proposal writer of AB Management and Consulting. Her responsibilities entail drafting creative and persuasive contracts between ABM and its existing clients, as well as reaching out with compelling proposals for the potential new business clients, for the audits of prisons, jails, and community centers throughout the U.S. Previously, Melanie worked as a content writer for over 2 years at the company C-Tech. C-Tech is a technology education company in New Jersey, training students with all the knowledge of 5G networking and technological devices, as it is one of the fastest evolving and highest demanding jobs in the workforce industry today.
Joy Bell
Auditor
Joy retired from the Federal Bureau of Prisons in 2016 after 27 years of service in the Correctional and Law Enforcement field. Joy began her career as a Correctional Officer with the Florida Dept. of Corrections, where she served four years before transferring to the FBOP. Over the course of her career, she served in various capacities that included Facility Operations Manager, Program Review Specialist, Training Instructor, Education Coordinator, Health Care Quality Review Specialist and PREA Coordinator. She is a Certified PREA and ACA auditor and conducts reviews nationwide.
Debra Dawson
Auditor
Debra has 26 years of work experience with the Federal BOP. She most recently served as the complex captain, supervising the largest department, correctional services. She has held positions as an investigative supervisor, training instructor, and PREA coordinator. She has an extensive background in policy development and compliance monitoring, which includes American Correctional Association (ACA)/JCAHO standards. She has experience monitoring both federal and private contract correctional facilities.
Lori Fadorick
Auditor
Lori is currently the Accreditation Manager and PREA Coordinator for the Western Virginia Regional Jail and has been in this position for over 15 years. Previously, she worked for the Virginia DOC at Botetourt Correctional Center and served as the Accreditation Manager and Treatment Program Supervisor. She has been a DOJ certified PREA auditor since 2015 and has completed over 40 audits in local, state and federal facilities in 8 different states.
Ron is a retired Major from the Fairfax County Sheriffs Office. Ron served as the Commander of the Confinement Division where he oversaw a facility of approximately thirteen hundred inmates and commanded two hundred and ninety sworn Deputy Sheriffs. Ron has held numerous positions within the Sheriffs Office over his thirty-year career. This included positions as the Human Resources Director, Internal Affairs Supervisor, and Accreditation Manager. Ron has also returned to the Fairfax County
Sheriff’s Office as the agency’s PREA Coordinator.
Ron is also a certified PREA Auditor for the Department of Homeland Security (DHS). To date, Ron has
conducted PREA audits that includes Regional Jails, State Department of Corrections, Sheriff’s Offices,
Military Brig, ICE Facilities, and Hold Rooms.
Ron Kidwell

Crystal is a retired Federal Bureau of Prisons employee after 32 years of service. She retired as an associate warden from the Federal Complex at Forrest City, Arkansas. Crystal currently is a retired employee with the Shelby County Sheriff's Office, where she served as an Internal Auditor for Law Enforcement and Corrections compliance. Crystal conducts PREA and ACA audits as an individual contractor.

Sydney has Over 10 years of experience in Property Management and Hospitality. Most recently, she oversaw more than 1000 units as a senior Property Manager for Park Properties in Blacksburg, VA. She has extensive administrative experience in several diverse settings.
Sydney Carrier

James has worked in Juvenile Justice since 2005, and currently serves as Compliance Officer for the Dallas County (Texas) Juvenile Department. This role has allowed James to gain experience conducting administrative investigations into allegations of abuse, while also having internal oversight duties to establish and maintain compliance with federal standards and the Texas Administrative Code. Additionally, James has experience working in juvenile facilities, alternative education programs, juvenile probation, diversion courts, and victim advocacy. In July 2024, James obtained his PREA auditor certification for juvenile facilities.
